What is a briefing?
A briefing is the act of taking a team through a document — RAMS, a permit, a change of sequence — and confirming they understood it. A document issued but not briefed controls nothing.

</figure>The gap between issuing and briefing is where most RAMS fail. A statement signed at induction and never discussed is a signature recording attendance rather than understanding.
It has to happen in a language everyone present actually reads or speaks, which on many sites means arranging translation rather than assuming.
The record should show who was briefed on what and when, because that is the question asked after an incident and the one a signing sheet alone does not answer.
What goes wrong in practice
- Documents issued electronically and assumed read.
- Briefings delivered to supervisors on the assumption they will cascade.
- Language barriers unaddressed, with signatures collected anyway.
